It is hard to argue too much, but it would likely fall upon the backs of smaller farmers disproportionately. Also, climate change not going away, so no matter how much conservation; fracking and other groundwater pollutants risking our water supplies along with changing climate playing havoc with storage is a huge risk. yes agriculture could use less, but I do not think it is enough to handle the changing climate issues that are also threatening our water supplies
