I think that before you unleash “industrial killing”, which is what war is after all, there is a higher standard. I think that the Founding Fathers clearly saw that the making of war as requiring a higher standard. After all, a formal declaration of war actually hands a good deal of power over to the commander in chief. That is the “political” justification for there being a higher standard, since you seem unmoved by any moral argument that taking other human lives requires a “higher standard” of agreement by those paying the bills…the United States taxpayer.
