As has been the case since back in 1991 Desert Storm, the reasons for military action are cobbled together as if one is passing some kind of pork barrel spending bill, that is why even debating an AUMF is difficult let alone a declaration of war. It never gets said on the floor of Congress. After all this is WAR, it is supposed to be a higher standard and we should all agree on what exactly the goals are as opposed to a “coalition of interests” that benefit from military action and then hide behind patriotism and humanitarian excuses for bombing.
